Why are these businesses and organizations exempted, when yours probably is not?

From Smart Girl Politics:   According to HHS, waivers depend on “a series of factors including whether or not a premium increase is large or if a significant number of enrollees would lose access to their current plan because the coverage would not be offered in the absence of a waiver.”

Notice all of the unions on the list? I find it funny how unions really want to make sure the employees they represent are all covered with health care, get high wages, etc, but when it comes to employees of the actual union, they get low pay and no benefits.
